Board-certified ophthalmologist Dr. Thomas G. Mulligan graduated from the University of Washington in 1985. He obtained his medical degree from McGill University Medical School in Montreal, Canada. He completed a transitional internship at the University of Southern California in Los Angeles. His residency in ophthalmology was completed in 1994 at Loyola University Medical Center in Chicago, Illinois.

Dr. Mulligan has been practicing at CLEARVIEW Eye & Laser since 1994. He specializes in refractive and cataract surgery.  He is board certified by the American Board of Ophthalmology and is certified in iLASIK surgery. He has extensive experience in oculoplastics and also treats eye diseases such as diabetes, glaucoma, and macular degeneration. Dr. Mulligan is on staff at CHI Highline Medical Center in Burien.
